In an effort to promote the growth of the toy industry in the state, the Government of West Bengal conceived and set up Toy Park Phase I in Sector III of Salt Lake in Kolkata. But the changing character of the park, with demand for space arising mostly from non-toy manufacturing units, led towards' widening the scope of the Park and renaming of the Park to Shilpangan, which means the industrial hub. This Park, built on the cluster concept is aimed at providing the entrepreneurs with all the necessary infrastructure and support facilities within a single complex at an affordable cost.

The Park already has a six-storied Standard Design Factory (SDF) building with super built up area of 7,320 sq.m., meant for setting up manufacturing units and a three-storied Common Facilities Building (CFB) with super built up area of 1,880 sq.m. for setting up support units, meant for efficient functioning of manufacturing units. It also have a children’s park along with an Amphitheatre and a two-storied building having a hall and a restaurant and other facilities like service kitchen, store and toilet.

The Park :
The Phase-I of the Park consists of one six-storied Standard Design Factory (SDF) building where manufacturing units have been set up for toys and relate items. One Common Facilities Building (CBF) for support units like –

Business Centre
Canteen/Restaurants
Raw Material & Finished Goods sales Outlets
Training Institute
Phase-II consists of one eight storied Standard Design Factory (SDF) building with all necessary infrastructure and facilities.
Park Amenities :
Fully functional Industrial Park with ready to use units having ready to use power, water and other amenities.
Excellent Power supply with over 1600 KVA dedicated fully automated substation and 200KVA Diesel Generator Set as stand-by power for emergency services.
Reliable water supply with two underground water reservoirs of 1.50 KL capacity each.
Comprehensive fire detection and fighting system with automatic fire detection and alarm system. It also includes a sprinkler system and a separate fire escape stairway.
Two passenger elevators and two 2000 kg goods elevators.
Status : All 52 manufacturing modules of Phase I and II are completely sold out. Almost all units are operational and several of these manufacturing units are solely for export markets.
