Jangal Sundari Karmanagari - Purulia

West Bengal Industrial Development Corporation (WBIDC) under the aegis of Department of Industry Commerce & Enterprises Government of West Bengal is developing an integrated manufacturing cluster (IMC) on an industrial township model at Raghunathpur in Purulia District. This endeavour by the State is envisaged to gather investments to the tune of INR 63,000 CR and generate employment to over 1.5 lakh people in the coming years.

The State Government formally launched the Project “JANGAL SUNDARI KARMNAGARI” on 8th February 2021. ; where in 2656.88 acres of Industrial Land of WBIDC will be developed as an Integrated Manufacturing Cluster on an Industrial Township Model. The development would be made through a special purpose vehicle (SPV) between West Bengal Industrial Development Corporation Limited (WBIDC) and National Industrial Corridor & Implementation Trust (NICDIT) on a 50-50 equity shareholding basis with WBIDC contributing with land related costs as its equity and NICDIT bringing in equivalent cash equity into the SPV.

The project has been conceptualised as part of the Amritsar Kolkata Industrial Corridor (AKIC) project which is aimed at development of Integrated Manufacturing clusters at certain identified key nodes along the alignment of Eastern Dedicated Rail Freight Corridor (EDFC). EDFC is envisaged over 1856 Km from Ludhiana in Punjab to Dankuni in West Bengal. Industries would therefore have an added advantage due to proximity to EDFC.

Project Brief

Jangal Sundari Karmanagari - Purulia

Jangal Sundari Karmanagari has been proposed as a high impact, market driven node with investment friendly facility regimes which aims at development of manufacturing sectors within Purulia region to act as catalysts to trigger socio-economic development of the region.

Project site consists of the following two land parcels ~2 km apart :

  • Parcel-I: It consists of WBIDC acquired land earlier known as Raghunathpur Steel & Allied Industrial Park, comprising of 1923.49 acres of Land.
  • Parcel-II: It consists of WBIDC acquired land earlier known as Raghunathpur Steel & Allied Industrial Park-II, comprising of 733.99 acres of Land.

These two parcels are approximately 2 Km apart from each other. The two Parcels are joined by State Highway-5.

The gas pipeline of GAIL runs through the project area. There are points of evacuation taken into consideration to facilitate availability of gas for industrial purpose. This natural gas pipeline is part of the Pradhan Mantri Urja Ganga Project (https://pib.gov.in/Pressreleaseshare.aspx?PRID=1579087). The pipeline was commissioned upto Barauni in Bihar in Jul 2019 and in Feb 2021, GAIL commissioned the pipeline from Barauni to Durgapur in West Bengal.

DVC has been earlier allotted 75.35 acres land for a purpose of Rail & Road Corridor, which has been completed & the alignment is runs through the project site.

Location Advantage

  • The IMC Site is situated in the North-East part of Purulia district of West Bengal.
  • The site is accessible through State Highway-5. The nearest National Highway connecting it with different towns is NH-19 at a distance of approx. 36 Km.
  • It is well connected to Eastern Railways and South Eastern Railways. The nearest Railway Stations in and around are Adra Junction, Bero, Joychondi Pahar etc.
  • The major locational advantage of this park is that the Eastern Dedicated Freight Corridor (EDFC) is under 50 km radius from the industrial zone.
  • Nearest Airport is Andal Airport at Durgapur (Approx. 82 Km), followed by Netaji Subhash Chandra Bose International Airport at Kolkata (Approx. 255 Km) and Bagdogra International Airport at Bagdogra, Darjeeling (Approx. 490 Km).
  • Nearest Sea port is Haldia Port (Approx. 350 Km) which is one of the major ports of India. Other nearest River Ports are Kolkata Port and Farakka Port. These ports are part of the Major port network of Shyama Prasad Mukherjee Port Trust.

Land use Plan

Over 40% of the land of 2656.88 acres is proposed for industrial use focused on Manufacturing sector. IMC at Raghunathpur aims to generate and transfer socio-economic benefit to local and regional population in terms of offering immense employment opportunities, skill development, and improvement in livelihood. Provision of adequate space for MSME units has been considered. Space has also been taken into consideration for logistics sector.

Nine distinct Industrial categories have been proposed based on detailed analysis and stakeholder consultations and various other factors.

Basic Terms & Conditions of Allotment

  • WBIDC will be developing JSK Project in two phases. In Phase-I , Parcel-I will be developed. In Phase-II, Parcel-II will be developed.
  • Land will be leased out to the prospective investors by WBIDC for a period of 99 years.
