Over the last decade, West Bengal has experienced rapid growth. Today, the state has an industrial growth rate 1.1% higher than the national average. More than Rs. 9000 crores worth of new projects have been commissioned in the last four years. West Bengal is seconed only to Maharashtra in terms of companies established, 72,437, with paid up capital of Rs. 39,753 crores. In the year 2004 alone, 196 projects involving an investment of Rs. 2394 crores have been implemented in the State.

| STATE INVESTMENT FACILITATION CENTRE (SIFC) – SHILPA BANDHU |
|
‘Shilpa Bandhu’ or the State Investment Facilitation Centre (SIFC) acts as the single-window agency of the State Government for setting up industries.
SIFC offers assistance in the following areas: |

Approvals from the Secretariat for Industrial Assistance and Foreign investment Promotional Board. |
|
Registration by Directorate of Industries. |
|
Clearance from the Pollution Control Board. |
|
All clearances related to Power. |
|
Identification, allotment, mutation / conversion of land and other infrastructural facilities. |
|
Guidance to entrepreneurs on investment prospects in more than 200 ready projects developed by WBIDC. |

| Reach out through touch |
|
| In order to serve investors better, WBIDC has designed an e-governance package called 'Touch' to help it stay in touch with them. If comprises of an intranet, an integrated Workflow Application, a redesigned website with interactive features, a Financial Accounting Software and a Loan Accounting System than can be accessed over the internet. |

| WBIDC is one of the few Public Sector Organisations that is internally networked through an intranet. A 30 station network of computers linked through a central server enables it to stay in touch internally and work faster. |

| WORKFLOW APPLICATION |
|
| The Workflow Application in SIFC is a logical extension of the Intranet. This is a system for tracking all inputs into the system. Each individual task can be tracked from creation to completion. |

|
| Through SIFC, the single-window agency and through its website, WBIDC reaches out to investors. The website has interactive pages and queries. Even project proposals can be submitted online. Primary inputs for the workflow therefore came directly from the client group. Information can be readily accessed through a search engine linked to three databases. |

| FINANCIAL ACOUNTING SYSTEM |
|
| Internally WBIDC has also installed a Financial Accounting System in order to work faster. Apart from routing features like Accounting Ledgers, Trial Balance, Profit & Loss Account, this system will have advanced MIS features like Cash Flow Statements, Ratio Analysis, Aging Analysis and Amalgamation of Subsidiary accounts. |

| LOAN ACOUNTING SYSTEM |
|
On the Loan Accounting Package, loanees of the Corporation can log in to the WBIDC website and use their passwords to access their loan accounts for information.
